It's true, fewer and fewer people are playing. I logged in last night at peak hours, and found less then 500 people in total on the server. I blame stagnation more then anything else, there hasn't been a truly valuable update since the game was launched. Sure we got seraph and some UC bots that kept people around for a bit, but besides that, really nothing new has been added to the game to make it better. Meanwhile CB-japan has gathered numerous events and so far is vastly more productive to play on. By productive of course I mean, it's more fun, and there's more to do instead of just sitting around painting or pretending to troll. =(

They need to make it so that non-paying players will regain interest. These days it's been just Rt, melee goddesses of war in garapon and sales to make getting said goddess of war easier.
